hose tools is International Humanitarian Law (IHL).IHL is a set of rules
that\, in times of armed conflict\, seek to protect people who are not or
are no longer participating in the hostilities\, and to restrict the mea
ns and methods of warfare. It provides a normative framework to facilitat
e humanitarian action for actors and agencies engaged in bringing relief
